This rare cutlery item dates from the 1930's & is marked '90' on its bead pattern silver plated handle. It has a chromed steel blade that has some light rusting at the end (see pics). One drags the sharp bladed edge along the peel to assist with peeling. I have taken a picture of the item scoring a satsuma but it would work at its best with a larger, thicker skinned orange or other thicker skinned citrus fruits.
