It is ruled by the wicked Baron Bomburst & his Baroness. They rule in a huge castle (the castle they used for the film was Neuschwanstein Castle located in Bavaria, Germany). One of the laws of the country is that no one is allowed to have children because it's decreed by the Baroness since she despises children. If any child is caught by the Baroness's loyal servant the Child Catcher, they will be taken away & never seen again.
